To Credit or Not To Credit….

The question of when to apply credit transfer with an outcome assessment code 60 or apply for Recognition of Prior Learning is one that will come up often as all Training Packages are updated to comply with the new format and nomenclature.
The below advice is using an example of the updated units for the HLT32512 Qualification.
The advice holds true for other qualifications and Training Packages as they are updated and in all instances, the Training Package and included mapping table must be consulted.
The below quotes from the AVETMISS Data element definitions, WA VET Enrolment Data Standard and the AQF Handbook should be read in conjunction with the advice given.

Credit transfer arrangements, on the other hand, allow status or credit to be given for satisfactory completion of equivalent subjects at another education or training institution such as another VET provider or a secondary school and is essentially an administrative process.

Upon application by the client, the provider consults curriculum documents or official lists to determine the extent to which the client’s previously achieved course or subject is equivalent to the required learning outcomes, competency outcomes, or standards in a qualification they are now undertaking.

Credit is the value assigned for the recognition of equivalence in content and learning outcomes between different types of learning and/or qualifications. Credit reduces the amount of learning required to achieve a qualification and may be through credit transfer, articulation, recognition of prior learning or advanced standing

The key word being ‘equivalent’.
 
When the WA VET Enrolment Data standard refers to curriculum documents or official lists – for Training Packages, it is the Training Package and unit mapping tables that are the relevant documents.
 
When deciding upon awarding a credit transfer – you must refer to the Training Package mapping guide. Where a unit has been deemed equivalent then a 60- credit transfer can be awarded. A credit transfer is about equivalent learning/competency outcomes and standards.
 
The mapping table within a training package will advise when a credit transfer can be applied for units that are listed as equivalent. This may also be the case for units that have changed the code and/or title – however the content has remained the same.
 
The results for the below units are as follows:

Use a 60 – Credit transfer for the below three units.

DO NOT use a 60 – credit transfer for the below two units as competency outcomes have changed. RPL and gap training would be appropriate in this instance.
